STR: http://www.reddit.com/r/canada/comments/2mdv9e/trudeau_treats_protesters_very_different_from/ This is reproducible in the default scroll position. In the screenshot I moved the scroll position which moves the border of the layer.
[Tracking Requested - why for this release]: Regression: Reduce text quality with active layer. This likely just regressed so we should catch this one quickly.

I looked into this and apparently its only my profile that's affected. I don't think it's worth for me to find that in my profile is causing it so I'm going to resolve as WFM.
