Qualcomm devices positioning way as below,Woodduck need to follow this,please Mozilla help to analyze,
 
 1)	Disable Wifi
 2)	Enable Cellular Data
 3)	Download “Here Maps” application from Marketplace
 4)	Put the device in an indoor building without direct sky vision
 5)	Open “Here Maps” and verify that after 3-5 seconds the application is    able to locate the position properly.

You have reported bug 1089460 which stated that indoor locating is not working with HERE Maps. Do you mean it works fine on Woodduck now? or the problem is still exist on Woodduck?
