From bug 1088508 comment 1 and bug 1088508 comment 12, it should be investigated whether it can be useful to move the seven state icons of the Loop button together with the other default buttons in Toolbar.png and menuPanel.png.

The advantage is that it they will be easier to export in case of updates to all the icon styles. The disadvantage is bigger Toolbar.png and menuPanel.png size, with icons representing states that are not displayed by default or even shown in the palette.

There is also the option of keeping just the base state icon in Toolbar.png and the others in loop/toolbar.png, ideal for performance but less maintainable.

With Hello moving to a system add-on, I don't think it makes sense to combine the toolbar/menu buttons as we should be locating them with the add-on (its also likely they'll be a slightly different size). Hence marking this as a won't fix.
