Let's stand up the recommendation engine on stage and prod so QA can test it.

There's still a few things to clean up on dev for example bug 1095585, but let's get all the rest in place.
Stage is up at https://recommend.allizom.org and settings updated in zamboni stage settings.

Do we have a preference on what the prod endpoint will be? If not I will set this up as recommend.marketplace.firefox.com.
