There are a few parts to this:
1) Add to this endpoint† a check to see if the user is an admin or has OperatorDashboard:*.
2) If so, return ['*'], rather than a full list.
3) On the client side, if ['*'], present two dropdowns allowing the user to select from all regions and all carriers, rather than a single one allowing them to choose from the available pairs.
