In bug 1099397 we will be adding a banner to contain the favorite contacts list. In bug 1100559, we will be styling it and including dummy contacts. In bug  	1099396, we will be loading the favorite contacts but doing nothing with them. Once all of these bugs are resolved, we can begin loading the actual favorite contacts into the favorite contacts banner.
