[1.Description]:
FDN active message will not show and call can be dialed out when dial a number that is not in FDN Authorized numbers from SIM1 or SIM2. 
Attch:logcat_1518.txt and FDN_1518.mp4.

[2.Testing Steps]: 
1.Go to "Call settings",enable SIM1 or SIM2 Fixed dialing numbers and add a contact in Authorized numbers,such as "123456".  
2.Press dial key to dial a number that is not in FDN Authorized numbers from SIM1 ro SIM2,such as "12345" less than digits of the number that you add in FDN Authorized numbers.
**FDN active message will show.
3.Press dial key to dial a number that is in FDN Authorized numbers from SIM1 or SIM2,such as "123456".
**It can dial out.
4..Press dial key to dial a number that is not in FDN Authorized numbers from SIM1 ro SIM2,such as "1234567" more than digits of the number that you add in FDN Authorized numbers. 



[3.Expected Result]: 
4.FDN active message should show and the call can't be dialed out.

4.FDN active message will not show and call can be dialed out.

This bug is dup from Bug 1094693. 
Both are POVB and bug 1094693 is for Woodduck and this one is for T2M.

we've catch it in our base image version and checking the root cause, would feedback asap.

Dear wesly -

for this issue, we analysis and got the summarize as below:

this phenomenon is normal that, what we custom in FDN is a complete number or as a sub-string at beginning. such like if custom '123456', so can not dial '12345', but '123456*' is ok.

then qcom make this logic to handle it that follow protocol 3gpp  22.101   A.24  Fixed number dialling, so I think it no problem.

Per comment#4 and phone discussion this is per QCT modem design and also aligns to 3gpp standard. Closed for Flame unless other concern from anyone.

Also suggest Woodduck to check w/ MTK to see if this is also their design, and if they need/can change.
