1100800 - Back-end changes to support the alumni group.

Description

Specs:

* A new group (Alumni) should be added in our database to support the effort to provide a list in the portal with former Reps. 
* All the profiles not belonging to a group should migrate to the new group.
* A user can either belong to Alumni and Mozillians groups or to Rep/Council/Mentor groups.
* Alumni users should be excluded from all queries in the Reps portal (eg events, reports, voting etc).
* Only admins and council members should be able to assign alumni group to a user.
