DataStorage tables are used for persisting pkp and sts data in nsSiteSecurityService. There's a table size limit after which entries will be evicted.

Telemetry on how close our user population is to this limit would be useful.

Had to push a bustage fix. This moves the functionality to a more sane place, anyway. I think I was trying to be too clever with that original patch.
