The UX spec for bug 1099398 calls for a hinting animation for the favorite contacts banner. For a quick summary, the banner will:

1. Slide out on load.
2. Once it has completely slid out, it will slide half-way back.
3. If the user scrolls up (drags their finger down), the favorite contacts banner will be shown completely.
4. If the user scrolls down (drags their finger up), the favorite contacts banner will be hidden.

In case 4, we can just unapply whatever logic hints the banner, and allow the default logic to kick in. This will keep it simple.

This is a good candidate for being broken up further.
Actually, I think we can unapply all hinting logic whenever the user scrolls at all. This would help when dealing with cases 3 and 4.
