The UX spec for bug 1099398 calls for the favorite contacts banner to no longer show up after 10 launches of the Dialer if the user has not added any favorite contacts. We should get the no-hinting part of this for free in bug 1101301 and its dependencies, but we will have to add code to hide the banner completely in this bug.
