According to the spec and feature bug, current decision is to have the Create
Filter command (a.k.a. Prefill Filter feature) disabled when in news or local
folders.  In the current build I see the menu item Message|Create Filter is
indeed disbled for news or Local Folders in both 3-pane and standalone message
windows. However, the header context popup item is enabled in both 3-pane and
standalone when on a news message or message in a folder within the Local
Folders hierarchy.

1.  Open a newsgroup, select a news message.
2.  Click on any header in the header envelope so the header context menu
appears.  Note the Create Filter item is enabled and operational.
3.  Open a folder in the Local Folders hierarchy, select a message.
4.  Click on any header in the header envelope so the header context menu
appears.  Note the Create Filter item is enabled and operational.
