Open the Loop panel
Click on the Gear menu
Click on the Sign in button (sign out first if already signed in)

ER:
The panel is closed and the login page is opened.

AR:
The panel stays open and the login page is opened.
if we get to sooner - that's fine.  improves a jarring login experience

I've just checked on nightly and all the buttons in the gear menu do the right thing with respect to closing the panel. I know we've done some improvements on this in various bugs, so I think we can call this WFM.
