Fallback to doorhanger if notifications have been disabled

Users can disable notifications in the app settings. We should fallback to a doorhanger (or something) if we try to popup a notification and fail.
Note that this may be intrusive for some notifications (e.g. guest browsing) so this might be on a case-by-case basis.

Agreed. For other things, we may already have better ways. For example, the WebRTC notification may already be "handled" by showing something in the Tabs Tray and in the new Tablet UI could be handled in the tab itself.
