Description:
When a single device is carrying two sims and receives a call for each sims phone number, one of the devices calling, will not show up in the call log

Repro Steps:
1) Update a Flame device to BuildID: 20141119001205
2) Attach two different sim cards the DUT
3) have two different devices call each sim card's phone number in the DUT
4) After the DUT receives a phone call, hang up all phones
5) Observe the Call log for the DUT

Actual:
One device will not appear in call log
  
Expected: 
Both devices appear in call log

This issue also occurs on Flame 2.0 and Flame 2.2

Results: Call log does not appear for one of the two devices sending the call

Numbers not showing up in the the call log when calling 2 different SIM cards on the same phone. Call logs showing up seems very severe, but im not sure what is expected here. NI dialer owner for a blocking nomination decision.

The current behavior is the expected one. The Flame is a DSDS (Dual SIM Dual Standby) phone that is to say, when a SIM is in use, the other can't access the network. To allow a second call on the other SIM, we would need to have - and implement - DSDA (Dual SIM Dual Active).

So when we have 2 calls on 2 SIMs, the second call won't appear in the call log. The only notification you could have is a message from the carrier.
