If I understand correctly, at the moment, in countries where we do not have search agreements, we default to Google. If we draw no revenue from this, we might as well offer a choice to users. This would be an efficient way to fight for user choice, and make possible future partners grow.
One possible way to do this would be to bundle more search plug-ins and customize about:newtab to make clearer to users how they can pick one.

Might be interesting, but it may make more sense to add this as part of onboarding. Would require administration and content creation as well. I'd want BD and UX input on whether we think the value is there. I don't know of any instances where the user is not well-served by the defaults, but it's part of the onboarding and general awareness of features process that would be a good place to include this kind of info.

Seems wontfix to me at this point, now that way more countries are covered by search agreements than when the bug was filed.
