1103115 - Improve UX when trying to browse with no Internet connection

Here's what happens for me when I try to load a page in the browser while not connected to the Internet:

  1. I type an address, press enter.

  2. A small message saying "No Internet connection" appears _briefly_,
     just below the address bar. It only sticks around for ~2 seconds.

  3. I'm now left with a blank Browser page, the address I typed in
     having been cleared and replaced with "Search or enter address",
     and no content on the page.

I think this UX could be improved considerably. Specifically:

  1. The "No Internet connection" message should stick around.
     Preferrably, it should be in the page content, as on desktop.

      --> As a bonus, it could have a link that takes you to
          the WiFi selection page.

  2. The address I typed should be retained in the address bar.

This is much, much better in the latest Gaia. There's a friendly "<site> requires an Internet connection" message and a link to Network & Connectivity settings. Thanks!

Except the link to the settings didn't work, at least for me.
