We need a system to manage notifications in Marketplace. This has become apparent because we have transition to FxA notice going on, newsletter signups, and notices to update the Marketplace app contending for the attention of the end user. This project is to: * define the types of notifications * define the system by which we will manage these * define the user experience by which users will be able to see these. * implement this system Project etherpad: https://etherpad.mozilla.org/marketplace-notifications
