Steps to reproduce:
1) Log into Gmail and locate an email with a pdf attachment.
2) Mouse over the attachment thumbnail, select the download arrow icon
3) Dialog appears asking if I want to open in Preview, or save to disk.
4) Select open in preview , or save to disk (results are the same)
5) click OK (Observe the Arrow animation go from the thumbnail to the Firefox download arrow in the browser).
6) Click on Firefox download arrow to open recently downloaded files.
(Note the listed download reads failed-google.com)
7)Open Downloads folder (Observe the named pdf file is actually there but is zero bytes. Also note there is a second file with a random alphanumeric filename in this format"filename.pdf.part" )
8) click on the pdf file with zero bytes. (Observe the dialog informing you the file is empty)
9) click on the file with the random name.pdf.part(Observe the dialog asking you to select the proper application or search the web)
10) Remove the .part from the name leaving it a filename.pdf file.
11) click on the file. (Observe the file opens as it should, However, I did not verify that the file is whole, well formed, or complete)
Actual results:
Message appears in the recent downloads(Arrow at right of Firefox browser)that the download failed.
File appears to download into the Download folder in two parts. The valid file name at zero bytes and a random alphanumeric file containing the actual pdf.
Expected results:
1)When the download icon in the gmail attachment is clicked, you should see the download animation make its way from the attachment thumbnail to the Firefox download Arrow as you do.
2)When clicking n the Firefox download arrow on the righ side of the browser, the recently downloaded items should appear as it does.
3) You should see the name of your downloaded file without a "failed" attached to the name.
4) You should be able to double click on the file to open it.
5) You should be able to open the Downloads folder and locate the pdf as one, properly named file with the appropriate (non zero) file size.

I can't reproduce this. Is your copy of Firefox set up to connect to the internet through a proxy? Have you checked if you can reproduce this with add-ons (and various other things) disabled? ( https://support.mozilla.org/kb/troubleshoot-firefox-issues-using-safe-mode )

I failed to mention my internet connection source is Verizon Wireless Jetpac 4620L. I live in a rural location and at times the connection can have issues. Just 24 hours after I filed this bug the device stopped receiving 4g data altogether. I took the device 25 miles away and it worked perfectly. The tower at my location is not transmitting 4g and I have file a report with Verizon. When I access the Verizon switch via the admin panel and switch it to 3G only, it works perfectly, and there is no issue with the PDF downloads.
This my very well be a proxy issue on Verizons end.
