1. Type something in SearchBar
2. Click other than SearchBar to move focus 
3. Right click on SearchBar to get focus the SearchBar
4. Click Hamburger button to popup menu

I can't reproduce this, do you have more detailed steps to reproduce?

Note: I tried only on Linux; are there reasons to expect this to be a Windows-only issue?

On Mac I can't reproduce the issue as explained, as the context menu closes when I click the hamburger/nav.
When I follow the steps I end up with the suggestionUI overlapping the context menu, though. (see screenshot)

Found the bug for the overlappiung suggestion/context menu; adding attachment over there. bug 1107137

I can't reproduce consistently, but I managed to reproduce twice on Windows. I believe bug 1103455 will fix this by making it impossible for the searcbox context menu and the search panel to be displayed at the same time.
