Bug 1097213 has highlighted that it would be useful to be able to do a dry-run when pushing to reviewboard - to see what changesets would be made into review requests, without actually creating the review requests. 

Currently when you push to reviewboard, it creates drafts - which does help with minimizing the impact to other people. But it's time consuming to go through to reviewboard and close all those review requests (eg, when it gets attached to the wrong bug), when it didn't work as you had hoped.

We have too many P1s, so I'm spreading out the priorities.  P3 -> P4, P2 -> P3, and some portion of P1s will become P2.
