Splitting out from bug 1059756 - Loop's ToS and privacy links, and the newly added Help menu option don't work in e10s mode.

It looks like bug 1047603 is the root cause of this - the ToS/privacy links are using anchors with target="_blank", the Help menu is using window.open. These are both from a content, non-e10s, based page.

If necessary, we may be able to work around this by exposing another chrome API on mozLoop to open new tabs in a similar way as we do for FxA (which currently uses chrome for other reasons).
37+ as that's where e10s is currently targeted at.
