 device: Flame
 build id: 20141124160209

*Description: 
When user is using portrait-only application and then enters into task manager, use cannot change task manager (or called card view) to landscape mode.

Repro Steps:
1) Open Gallery and then Contacts app (portrait-only).
2) Activate card view and then rotate phone to activate landscape mode.

Expected Results:
After step 2, the card view should be shown as landscape mode.

Actual Results: 
After step 2, the card view is still in portrait mode.

This is expected. We never support rotation-free task manager.. do we?

When user enters into task manager after using a rotatable app, card view is rotatable then.
ex: using gallery app and then activate card view by long pressing home button.

If we don't support rotation in task manager, I think it must be consistent.

I can reproduce the issue - task manager does rotate when the active app was not orientation locked, and doesnt when the active app was locked. I'm pretty certain this falls under bug 1068925, which is assigned to Etienne. I'm marking as a dupe, please re-open if you think this is a different case
