Currently the recommended tab will serve "recommendations" to logged out users or users who have opted out of recommendations. These users do not see the tab but can still navigate to the URL.

In bug 1072637 it was suggested that we show these users some notification like  "You are currently logged out, log in to see personalized recommendations" or "You are currently opted out of recommendations, enable them in settings to see personalized recommendations"

This bug is to finalize the wording and UI and implement this.
