We added a hack in bug 1063237 to support flame updates on two android versions at the same time. At this point, we're only publishing builds for kitkat, so we can remove the hack. Some additional IRC context:
13:52 < bhearsum> nthomas: given that they never changed the build target, we can probably remove "flame-kk" on the right hand side of https://github.com/mozilla/build-tools/blob/master/lib/python/release/platforms.py#L38, right?

15:27 <~nthomas> bhearsum: there's probably some way we can collapse that back to a single blob now, maybe with a rule to handle old users
