1105395 - Position at most one enhanced tile to be visible

Similar to how directory tiles only show one [sponsored] tile as the 3rd tile, we don't want to overwhelm users with too many enhanced [sponsored] tiles.

We can keep it consistent by moving the enhanced sponsored tile to the same spot. This means we might move something that was out of view (e.g., position 20) but is still from the user's top sites.

We need to figure out if we have multiple enhanced tiles, how do we pick which one to show? This of course would take into account bug 1105376, which would only even attempt to show if the context blacklist is "safe."

There may be some server pieces if we want to be able to hint to the client which enhanced tile to prefer over others. But initially, I think a random selection might be fine for now (as there are few situations that would result in a user seeing multiple enhanced tiles right now).
