1105410 - Fennec Tiles support

Fennec team has implemented requirement to send real time clicks to our service
They would like to begin billing with those clicks without having impressions
Only slight changes are required on the server side to make this happen, they mostly fit into our mould
We need a new Tile “ingestion” system to create Fennec Tiles that aren’t shipped to Desktop
Fennec team will implement impression reporting via FHR
Team is requesting that impression reporting be held off until Q1
Sean and Darren should negotiate the timeline here.
This work is all on the Fennec team but creating the reports will likely be us and further tableau work
During Q1 Fennec team would like to start using the Tile fetch
Tile fetch for Fennec will require additional work from our services team
Darren is in talks with the Fennec team about this priority

There's 2 phases of fennec support. One is just getting tile ids so reporting works. The second is serving tiles to fennec.
