Implement a UI to upload tiles without publishing to firefox users.

This UI serves to ingest tiles. This is useful because we want to upload tiles for fennec but not distribute them to firefox users.

It is a stop-gap solution. Another solution would be aware of distribution channels and serve tile distributions accordingly.
