110592 - Forwarding email as inline fails completely

When attempting to forward email as inline rather than an attachment, nothing
happens. Emial is not attached or added inline into the composition window

Reproducible: Always
Steps to Reproduce:
1. Open mail window
2. select mail
3. click on forward button
4. If "inline" is selected in prefs, nothing happens

Actual Results:  The selected mail is no inserted into the composition box.
Nothing happens at all

Expected Results:  Selected mail should be quoted into the composition box

This is functionality that was previously working and has been broken. Also this
will disable forwarding for anyone that needs to send to a site that will not
accept or filters  attachments, only inline text.

I should know better than to ever triage mail bugs.  This happens every time!
