Device: Samsung Galaxy Tab 2 (Android 4.2.2);
Build: Nightly 36.0a1 (2014-11-27);

Steps to reproduce:
1. While holding the tablet in portrait mode go to Settings;
2. Exit settings;
3. Hold the tablet in landscape mode, go to Settings and rotate the device to portrait mode.

Expected result:
The settings page looks the same in step 1 and 3.

Actual result:
The settings page is aligned to left in step 1.

I'm not really sure what the deal with this bug is - I suspect it has to do with our onConfigurationChange, but it was also present in the Chrome settings before it switched to material design (which is also something that we should consider doing).

Feel free to mark it as a [good next bug], but other than reloading the resource on onConfigurationChange, or maybe overriding some onMeasure() that gets called, I don't have many ideas on what this could be.
