I tried this on Netscape 6.2 and on Mozilla 0.9.5. When I decide to close all the windows of Mozilla or Netscape on Windows 2000, the program itself stays in memory and I have to kill it by a task manager. I tried all kinds of closing it, with closing all the windows (not only browser) and with exit from File menu. It stays in memory. And if I want to open it again, I first have to kill the application.

Have you installed mozilla in a fresh directory ?
Please run "mozilla -profilemanager" and create a new profile.

Do you have quicklaunch activated? That would explain these symptoms.
