Prerequisites:
Build identifier: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:36.0) Gecko/20100101 Firefox/36.0

Steps to reproduce:
1.Go to https://marketplace-dev.allizom.org/operators/shelves and login with an admin account
2.Select a carrier\region and click Go button
3.Click the "New shelf" link
4.Create the new shelf and Submit it 
5.Go back to the list of operator shelves by pressing the "Operator dashboard" link

Expected results:
The newly created operator shelf is displayed in the list

Actual results:
The newly created operator shelf is NOT displayed
