Downloads icon displays start animation when loading a page

Details
Occasionally, the downloads icon will display the download beginning animation (transparent grey arrow moving into the icon) when loading a page. I can't reproduce it at will but it happens several times a day.

Update: I can reproduce the effect simply by starting Firefox and waiting a few seconds.

Can you please try reproducing it with the addons disabled? https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode#w_how-to-start-firefox-in-safe-mode and is it still reproducible on FF 35 ?

It's still happening with FF 35 both in and out of safe mode.
