Description:
When user pulls down notification bar during an edge gesture, the rocketbar will appear for a split second on the top right of the screen
Repro Steps:
1) Update a Flame device to BuildID: 20141201040205
2) Open two different tabs in browser app
3) Attempt an edge gesture between the two tabs
4) During the edge gesture, pull down the notification bar
5) Observe top right corner of screen
Actual:
Rocketbar appears in top right corner
Expected:
Rocketbar does not appear

This issue does not occur on Flame 2.0 and 2.1
