Yes, we definitely need a new bookmark manager.
I can't tell if the Chrome one is good, it has some good ideas, and some bad ones.

We'll discuss this with the UX team after the performance work we are doing is close to completion.

there is no proposal currently, I know UX has investigated for some time a new bookmarks interaction, but I don't know what's the status of that atm.

If you want to link your proposals, I'd suggest to have them somewhere else on the web (whitepaper, blog, whatever else) and here just post a link pointing to that, cause otherwise this would become full of very long comments that nobody would read.

FIY, I don't think the Places team can do anything there before Q2 2015 f, we have too much piled up work to complete atm.
