Description:
When moving away from wireless signal, the signal strength indicator on status bar does not reflect the signal strength fluctuations. Status bar will show indicator strength for when connection was made, but will not update.
   
   
Repro Steps:

Prerequisites: *WiFi turned ON  *WiFi networks available  *Launch Settings

1) Update a Flame device to BuildID: 20141203040207
2) Open WiFi settings
3) Check available networks list
4) Connect to a network and than move away from the wireless signal source
5) View WiFI indicator on status bar while moving away from wireless signal source
  
Actual:
WiFi signal indicator on status bar does not dynamically update. When moving away from/to signal, the indicator will not change. 
  
Expected: 
WiFi signal indicator on status bar dynamically updates. When moving away from/to signal, the indicator will change.

Issue occurs in Flame 2.0 and Flame 2.1.

WiFi signal indicator on status bar does not dynamically update. When moving away from/to signal, the indicator will not change.

This appears to be a dupe of bug 1107129.
