As described in bug 1058634 comment 3 through 6, we need to add a way to send the refresh driver "heartbeat" from a host document down into animated SVG-in-opentype glyphs, to drive the animations in those glyphs.

Currently, the font's internal SVG document has an internal refresh driver, which drives the animation. That's a problem because it ticks at 60fps and consumes resources regardless of whether it's in a foreground tab. That's why we need the heartbeat from the host document [which ticks at a different rate depending on whether it's in a foreground tab].
