Steps to reproduce:

go to a webpage.
make sure the address bar is visible.
press the menu key and select find in page.
the find in page bar and keyboard appear at the bottom of the screen.
I use the Google keyboard from the play store.
press the tabs button to open the tabs tray.


Actual results:

the tabs tray opens less tall than usual, and you can't scroll it


Expected results:

tabs tray opens to the normal height and you can scroll it
