This should be the same reason with Bug 1061132. The error code 7 was returned. This is the same with bug 1061132.

Currently, OTA update will decompressing files to /system (see Bug 1066495). So if /system have too little free space, so the decompressing will fail.

Alissa, could you please help confirm?
When you do OTA update, please run command "watch adb shell df" to monitor the run-time partition usage. If you see /system free space become 0 before decompressing finish, that proved the same problem.

81.3M is not enough for the decompressing. I just noticed that your firmware information is V180 which has this partition problem:
FW-Release 4.4.2
FW-Incremental 39
FW-Date Thu Oct 16 18:19:14 CST 2014

Please use the latest base image V188 for test.
FW-Release 4.4.2
FW-Incremental eng.cltbld.20141116.035450
FW-Date Sun Nov 16 03:55:01 EST 2014
Flags: needinfo?(pcheng)
Alissa, could you please help test on latest base image v188?
