The goal here is to ensure our lowest possible donation per currency is not below the paypal charges.

I'm making a "chart" here copy and pasted from: https://www.paypal.com/ca/webapps/mpp/ua/useragreement-full#8
and: https://github.com/mozilla/bsd-forms-and-wrappers/blob/master/Gruntfile.js#L135

Min is our current min, and charge is the charge per transaction in that currency.
We need to ensure the MIN column is greater than the charge column at the very least.
These min amounts were best bet, so they are probably not weighted perfectly, so we can tweak if we want.

I also noticed a Singapore Dollar, which doesn't look like we currently support, which has a mine of:
SGD: $0.50

I noticed our guesses were not very consistent. Example:

RUB 100: 10
TWD 62: 10
CZK 45: 10

We could give them all the same ratio we use for USD: 2: 0.3
