[Flame][v2.1][Homescreen]When we download the app from Marketplace, the horizontal scroll bar and the vertical scroll bar will slide back and forth automatically.

[2.Testing Steps]: 
1.Launch Marketplace.
2.Install one app.
3.Go back to Homescreen and slide to the bottom to check the status of the downloading app.

[3.Expected Result]: 
3.The horizontal scroll bar and the vertical scroll bar shouldn't be shown.


[4.Actual Result]: 
3.If the location of the downloading app is in the last of a row, the horizontal scroll bar and the vertical scroll bar will slide back and forth automatically.

Mass update: Resolve wontfix all issues with legacy homescreens.

As of 2.6 we have a new homescreen and having these issues open is confusing. All issues will block bug 1231115 so we can use that to re-visit any of these if needed.
