Pre-requisites
Have a conf call with 2 participants and a regular call. Conf call is on hold.

STR
1. Receive an incoming call
2. Ignore it (grey button)

Expected result
The incoming call is refused and you can continue to chat with the active regular call.

Actual result
The incoming call is refused but the current active call is put on hold and you're back in the conference call

QA wanted for a branch check, plus a logcat with RIL debugging enabled on master. Use these steps to enable it:
>  adb pull /system/b2g/defaults/pref/user.js .
> < edit user.js and set "ril.debugging.enabled" to true >
> adb remount
> adb push user.js /system/b2g/defaults/pref
> adb shell sync && adb reboot

The bug repros on Flame 2.2, 2.1 and 2.0 and 2.0 base on engineering with shallow flash.
Actual result: After tapping Ignore Call, the user's active call is switched from the single call to the conference call.
