Reported via IRC, I can reproduce it on a clean Nightly profile.

So, the bug is that after private history is cleared, reloading the tabs succeeds or fails depending on the method used to reload the tab. If we wipe the tabs clean after deleting private data, I think there's an argument to be made that all methods should fail. If we want to keep the tabs, the menu item should work.
