Bug 1080419 added an optional |grunt htmlangular| command that performs Angular-aware HTML validation (to try and avoid issues like that in bug 1071025).

We should run this command as part of the Travis job.

We also need to extend support to the partials directories too, but that will require some more work due to bug 1080419 comment 2.
