Similar to bug 1108489 except here we want to gather stats on pairs of top sites from the telemetry experiment bug 1105417. This will be used to compute related sites/urls. We can also use this data to start grouping together related sites for an interest-type concept.

Not sure if this will just be covered by bug 1108489, but naively, I would assume we'll end up with roughly the square of entries/rows from the other bug.

We probably don't need to keep both [siteA, siteB] as well as [siteB, siteA], so we should canonicalize(?) the ordering in our storage.
