steps to reproduce:
1. Load https://marketplace-dev.allizom.org/
2. Click on New, Popular, and one of the Categories link to load those pages.
3. Notice the page as it loads

observed behavior:
The newsletter section is rendered first and then pushed down as the app list loads which has a jarring effect. See screencast.

The form is rendered in the footer and the footer is not re-rendered when the page changes. This behaviour already exists in production, just without the newsletter form.
