Steps to reproduce:
1. Make a phone call but make sure the contact has a different carrier (e.g I use Orange carrier and I called a number that uses Vodafone)


Expected results:
Dialling tone should be played and phone call should be successfully performed.

Actual results:
Dialling tone is not played when calling. However, this is not happening when calling a contact that uses the same carrier.

Note:This is really annoying and I've seen it also on 2.1 version so if someone have time, please investigate.

I also have the Orange carrier (in France) and I have never heard the tones since 2.0. :etienne, explained me that it was carrier dependent. Some carriers don't play the waiting tone when placing a call, so we have to play it on the phone side.

It has never been implemented. Doug, do you think this bug is a good candidate to block dialer-most-wanted?

I've had this problem before on AOSP and iOS. I'd like to know if either of them have a solution, so please check this.

Another thing I'd like to know is what the state of the phone call is while dialing, depending on the initial conditions. Specifically,

1. When calling the same carrier and we do get the dialing tones, is the call in the "Connecting" or "Connected" state?
2. When calling different carriers and we don't get the dialing tones, is the call in the "Connecting" or "Connected" state?

I double checked with an Android (4.0 from Samsung), a Blackberry and a feature phone with my SIM card, I am able to hear the dialing tone when calling a number from the same carrier. Actually, I've got this SIM card since 2008 and I've never had this issue before switching to FFOS.

With FFOS, in the phone stays in "Connecting" mode in each of the following case but:
* Orange => Orange: NO dialing tone at all
* Orange => Free Mobile: dialing tone
* Free Mobile => Orange: dialing tone
