111140 - Context menu in attachment list when nothing is selected

On 3-pane view (header not collapsed), look at a message that has one or more
attachments. Right clicking on the blank space of the attachment area (be sure
not to click on the attachment) brings up the context menu. Currently (build
2001112003) it contains the following options:
a. "Open"
b. "Save As..."
c. "Save All..."

Options a and b shouldn't exist at all, since no attachment is selected.
Activating any of these options does nothing.

There is bug 46481 about issues for attachment icon, not empty area in the
attachment area.  Spec does not specify empty area in the attachment area. Why
you need something on the empty area in the attacment area?  Above bug also
suggests to have only Save All option. I wait for Jennifer's respond - if no
concern about empty area - I mark it as the duplicate.

When the user activates the context menu in the attachment list when nothing is 
selected: a and b should be in the context menu but disabled. c should be in the 
context menu and enabled.

if time allows.

this is a regression that hewitt and I introduced with the box reduction for the
message pane. context menus for hidden items are showing up.
