1111570 - [shipping] use same logic for shipping/dashboard as for team pages for sign-off, also clean up

The sign-off status&actions display on the team page is much better than what we have on the exhibit one, let's port that.

Also, some cleanup, like the shipped-in data grew useless and just makes the page slow.

Taking, as I've already started hacking on it.

This may need a refactor of the logic in the team page so that it's sharable with the status json.

What was wrong with replaced text version?
I'm asking because those new columns with icons seem meaningless and confusing (any documentation?).

The problem with the old version was that it didn't reflect the actual next action, nor the status quo.

Docs are always good, and I even have a task open to document the real team page, but that doesn't hold back on improvements on the live code.

Note, the main target audience for these pages are l10n drivers. L10n teams should look at their team page.

One of the reasons to use shipping/dashboard and not teams/pl was much more understandable sign-offs section.
