Details
We introduced a name-only extension block and that ended up breaking the blocklist for all users of Firefox 28 and earlier. Those Firefox versions don't support the new blocklist format and appear to break due to the lack of an id attribute in extension blocks. We need to figure out if just including an empty ID is sufficient to keep backward compat without breaking anything. Otherwise we might need a more complex solution to avoid breaking old versions of Firefox and take advantage of new blocklist features.

Since we probably won't fix this soon, I think we should set a cutoff point after which we don't care about 28 and earlier. I think that the release of 38 ESR would work, since there's an expectation that all ESR users should be at least using 31.
